Rockville, Maryland, April 3, 2006 F. Jerome (Jerry) Doyle, CEO of EMQ Children and Family Services headquartered in Campbell, California, will receive the national Harold C. Piepenbrink Award for Excellence in Behavioral Healthcare Management on April 10, 2006. Presented by the National Council for Community Behavioral Healthcare, the award honors Mr. Doyle’s innovative work to help children, youth and families with behavioral health challenges across the state of California.
“Jerry Doyle is well-known for his innovative management, his creative vision and his tenacious advocacy to improve the lives of young people,” said Linda Rosenberg, President and CEO of the National Council for Community Behavioral Healthcare. “He has transformed child-serving systems across the state, but more importantly, he’s transformed the lives of so many children and youth. His spirit, insight and ability to get the job done are inspiring to everyone in the behavioral health field.”
As the Chief Executive at EMQ, Mr. Doyle tripled the size of the organization, initiating and expanding programs that clearly reflect his commitment to helping parents help their kids a philosophy that has served him well as a behavioral health manager and that has driven his advocacy work on behalf of children and families.
Mr. Doyle has worked with emotionally troubled youth for nearly forty years and has been a driving force behind reshaping California’s service delivery system. In the early 1990s, he championed the “Wraparound” services approach, which integrates all systems serving children and their families, making it the standard of care today for California children. Wraparound services have helped 86 percent of the children that EMQ serves remain with their families instead of being placed in an institution.
Senator John Vasconcellos, D-Santa Clara, describes Mr. Doyle as someone willing to challenge the old model with a new and more efficient way. He says Doyle is a man of “vision, heart and a great deal of tenacity.”
Governor Arnold Schwarzenegger appointed Mr. Doyle to the Mental Health Service Oversight and Accountability Commission, which was created by last year’s passage of Proposition 63, legislation that Mr. Doyle worked tirelessly to advance. As one of twelve commissioners, he co-chaired the Commission’s committee to review implementation plans for all 58 counties.
