Services at this Location...

The wraparound process provides individualized, comprehensive, community-based services and supports to children and adolescents with serious emotional and/or behavioral disturbances so they can be reunited and/or remain with their families and communities. EMQ Children & Family Services currently provides wraparound services in San Bernardino County under three programs:

Program UPLIFT®

Program Uplift San Bernardino receives referrals from the Department of Behavioral Health, Department of Children's services, and San Bernardino County Probation Department. This program follows from Senate Bill 163 and is designed to assist families in reaching their family vision and goals. Typically, children and their families receive Wraparound support for approximately 12 to 18 months and learn how to implement a planning process into their own homes. With the assistance from the Wraparound team, families are able to locate and secure resources in their own communities, develop a family safety plan, and learn to apply their own planning process to solve problems unique to their own family.

Program UPLIFT® IRC

Program Uplift IRC receives referrals from Inland Regional Centers to provide Wraparound assistance to families with children and youths who have developmental disabilities. Program Uplift IRC provides Wraparound services to families in a similar manner to Program Uplift, however, they provide specific behavior support plans and family plans to assist the family vision and goals to reach for success. Some parents of who support their children with severe behaviors in the home may not have opportunities to take a break or relate to others in their community. Often, these families who work very hard to keep their children in the home, have limited support, resources and they may feel alienated. Wraparound provides the family with an alternative, a support in assisting the parent and child to remain together, safe, and integrated into their communities.

Program UPLIFT®, Early Wraparound

Program Uplift, Early Wraparound receives referrals from the San Bernardino County Department of Behavioral Health under the Mental Health Services Act (MHSA). Program Uplift or what has been called "Early Wrap" will serve children and their families from the ages of 0 to 15 who may have emotional disturbances and co-occurring disorders.

The county of San Bernardino has identified that child who receive services under the MHSA program will not be eligible for SB 163 Wraparound, will be at the 200% poverty level, are unserved and underserved or have not experience appropriate service delivery. EMQ staff will collaborate with the San Bernardino County Children's Crisis mobile team to educate, assist, and develop a community partnership with families who may need short-term wraparound like support. The goals for this program as identified by the San Bernardino County program plan is to divert children and youth from hospitalization, keep them at home and in school, and teach children skills to stay out of trouble and remain safe in their communities.

All three programs are based on a model of service that develops plans focusing on the individual strengths and needs of members of the family. Plans center on the family, and are built upon the child's and family's unique strengths.

Ultimately, the wraparound process helps families rediscover hope. Active crisis and safety planning minimize uncertainty and fear. Through wraparound, families develop an effective support network, increase their sense of competence, acquire new skills for managing the special needs of their child, and have access to the supportive resources they need to build brighter futures for themselves.
